London DVS, or the Direct Vision Standard and the Progressive Safe System, is now mandatory if you operate an HGV in London. These regulations are in place to reduce blind spot-related collisions involving vulnerable road users and to enhance road safety throughout Greater London.

How to apply for a DVS permit to enter London
After the PSS installation in the vehicle, the needed documents are –
- Gather photographic evidence – Two photos of the vehicle. One photo must show the front and nearside, and the other the rear and nearside of the vehicle. Both photos must clearly display the registration plates and demonstrate that the PSS equipment is installed as per the guidance and technical specifications.
- Sensor functionality statement – Operators must provide a sensor functionality statement confirming that blind spot and moving off information systems are installed and meet technical specifications. This statement, from the fitter or manufacturer, must certify that the sensors are fully functional and compliant.
- Apply on tfl.gov.uk – Apply for the safety permit on the tfl.gov.uk website. Go to Home > Freight & servicing in London > Safe deliveries >Direct Vision Standard and HGV Safety Permit Scheme. You can either apply for a single vehicle or multiple vehicles (up to 3000 vehicles at once).
The application and Installation is only mandatory for the vehicles rated between 0 – 2 star. Any vehicles with a 3 or more star rating is exempt from this. To check your star rating, visit TfL’s rating and permit status.
