What specific safety equipment must be installed to meet the Progressive Safe System standards?

The Progressive Safe System (PSS) is a critical update to the Direct Vision Standard (DVS) regulations, requiring heavy goods vehicles (HGVs) over 12 tonnes to install enhanced safety equipment to operate in London from October 2024.

Why is the Progressive Safe System being introduced?

The PSS is an evolution of the existing DVS Safe System, introduced by TfL to make London’s roads safer. According to government reports, HGVs are disproportionately involved in fatal collisions with cyclists and pedestrians. In 2020, TfL introduced the DVS scheme, which required HGVs to have a minimum one-star rating to enter Greater London. Now, the Progressive Safe System raises the safety standards even further, ensuring that HGVs have the latest technology to protect vulnerable road users.

What specific safety equipment must be installed to meet the Progressive Safe System standards?

To meet the new standards, HGVs with a DVS star rating below three must install specific safety equipment. The Transport for London (TfL) guidelines state that all affected vehicles must be fitted with:

  • A Camera Monitoring System (CMS) – A camera monitoring system replaces or enhances mirrors to provide a comprehensive view of the vehicle’s nearside, minimising blind spots and ensuring better visibility for the driver.
  • Class V and VI mirrors or CMS equivalent – These mirrors (or an alternative CMS setup) help eliminate areas of poor visibility around the vehicle.
  • A Blind Spot Information System (BSIS) – A detection system covering the nearside of the vehicle that alerts drivers to the presence of cyclists or pedestrians in their blind spots.
  • A Moving Off Information System (MOIS) – Positioned at the front of the vehicle, this system warns drivers when vulnerable road users are directly in front of the vehicle when moving off from a stationary position.
  • Side under-run protection – Fitted to both sides of the HGV where practicable, these barriers prevent pedestrians and cyclists from falling under the vehicle.
  • Audible left-turn speaker– For right-hand drive vehicles, this warning system alerts cyclists and pedestrians when the vehicle is turning, reducing the risk of collisions. For left-hand drive vehicles, a right turn alarm is required instead.
  • External hazard signage – Clear visual warnings must be placed on the vehicle to inform other road users of potential dangers.

How can HGV operators ensure compliance with the new system?

HGV operators must assess their vehicles and implement the required safety measures and obtain the new permit to enter London from October 2024. To comply:

  1. Determine your vehicle’s current DVS rating – This can be checked through TfL’s online system.
